Many of the programs look for an investment of over $150,000 and can be entered into with a Canadian partner. There is usually a requirement to improve the business and hire Canadians. Some of these programs have fast track options to permanent residency.
For individuals looking to immigrate to Canada under a passive investment plan there is the Quebec Investor Program. This program requires qualifying individuals with business experience to loan the Canadian or Quebec government money on an interest free basis prior to obtaining their Canadian permanent residency.

The Province of Manitoba through its Provincial Nominee Program for Business MPNPB stream recruits and nominate qualified business people from around the world who intend to reside in the Province; make a significant investment in a new or existing business, and hold an active management role in such business.
The stream operates on an Expression of Interest (EOI) system whereby prospective applicants submit their intention to apply to the program. Applicants who are most qualified will receive a Letter of Advice to Apply (LAA) from the MPNPB. After receiving a LAA, candidates have 60 days to submit their application to the program.
Between January 5, 2016 and April 20, 2016, the MPNPB issued 150 LAA, equivalent to 10 LAAs per week over the period in question. The majority of LAAs were issued to candidates from China.
Out of the 150 LAAs issued, 104 LAAs resulted from new EOI submissions received in the week prior to the LAA being issued. The MPNP received a total of 110 complete applications for nomination in the period January 4 to April 19, 2016.
In order to be eligible for MPNP-B, individuals must have a minimum verifiable personal net worth of CDN $350,000 and three years of successful business ownership and management experience or executive-level experience as senior manager of a business within the past five years. The minimum investment required is $150,000.
In addition, applicants are encouraged to conduct an exploratory visit to Manitoba. Applicants will need to provide proof of research conducted during the visit in the form of a visit report and other documents. Proof of language proficiency is only a requirement in the event applicants want to claim points for language.
