Canada has announced major immigration changes that will make it easier for international doctors already working in the country to become permanent residents. These measures are designed to support Canada’s health care system and address persistent labour shortages, while providing much-needed stability for physicians who have been contributing to patient care on temporary status.

New Express Entry Category for Doctors

Immigration, Refugees and Citizenship Canada (IRCC) will introduce a dedicated Express Entry category for international doctors beginning in early 2026.

 To qualify for this new category, candidates must have:

  • At least one year of Canadian work experience in an eligible medical occupation
  • Experience gained within the last three years

This new pathway is intended to recognize the essential role international physicians play in communities across Canada. Many have been working on temporary permits while navigating complex or limited permanent residence options. The new Express Entry category gives these doctors a simpler and more direct route to permanent residency.

5,000 Additional PR Spaces for Provincial Nominations

The Government of Canada will also reserve 5,000 federal admission spaces specifically for licensed doctors who receive nominations from provincial or territorial governments. These spaces will be in addition to the regular annual Provincial Nominee Program (PNP) allocations.

Doctors nominated under these new reserved spaces will benefit from:

  • 14-day expedited work permit processing, allowing them to begin or continue working without delay
  • The ability to work while awaiting permanent residence, reducing uncertainty for both physicians and their employers

This initiative will support provinces and territories that urgently need qualified physicians to fill gaps in their health systems.

These measures form part of Canada’s broader International Talent Attraction Strategy, which aims to bring in highly skilled professionals to support priority sectors, including health care. By creating long-term immigration solutions for doctors, the government is working to ensure stable access to care for Canadians and reduce workforce shortages across the country.
